Réunion du Bureau de la FIT en janvier 2012

Le Bureau et la directrice générale de la FIT se sont réunis à Genève, en Suisse, les 28 et 29 janvier 2012, après le Forum annuel de la CIUTI. La Faculté de traduction et d’interprétation de l’Université de Genève a accueilli la réunion. Neuf observateurs du Conseil de la FIT, de FIT Europe et d’associations membres ont assisté à une partie de la réunion. L’association suisse ASTI a reçu le Bureau à dîner le 27 janvier.

Accréditation des systèmes d’agrément

Lors  de  la  réunion,  Alan  Melby,  président  du  Comité  de  technologie  de  la  traduction  de  la  FIT  et  du Translation  and  Interpreting  Summit  Advisory  Committee  (TISAC)  et  membre  du  conseil  de  l’American Translators  Association,  a fait un exposé sur l’accréditation des systèmes d’agrément des traducteurs.

L’agrément désigne la vérification des compétences d’une personne tandis que l’accréditation vise  la vérification de l’organisme et du processus d’agrément. Les systèmes d’agrément se répandent dans le monde, mais leur qualité varie et ils ne reçoivent aucune accréditation reconnue à l’échelle internationale. Le professeur Melby juge cette situation malsaine et étudie la faisabilité d’une telle accréditation. Pour avoir du poids, un tel programme devrait notamment recevoir l’appui de la FIT, voix internationale de la profession. Le Bureau reconnaît le mérite de l’idée et la FIT encourage le professeur Melby  à  poursuivre  son  étude  et  à présenter un rapport sur la voie à suivre au Conseil de la FIT en avril 2012.

Compte rendu du Congrès

Le Congrès 2011 de la FIT à San Francisco s’est hélas soldé par une lourde perte financière, assumée par l’association hôte, l’ATA. Cette perte s’explique surtout par le faible nombre d’inscriptions et le coût élevé de l’hébergement, de l’audio-visuel et des repas. Une cinquantaine de pays étaient représentés au Congrès, à commencer par les États-Unis (250 participants), suivis de la Norvège (64), de la Chine (57) et du Canada et de la Finlande (plus de 40 chacun). Le Congrès ouvert a suscité des réactions généralement très favorables.

Les préparatifs du Congrès de 2014 à  Berlin sont déjà amorcés. Le Congrès statutaire aura lieu  les 2  et 3 août  et le  Congrès  ouvert  du  4  au  6  août.  Les  sujets  abordés  viseront  la  pratique  plutôt  que  la  théorie.  Le Congrès ouvert se tiendra à l’édifice Henry  Ford  de  la  Freie  Universität  Berlin,  qui peut accueillir jusqu’à 1 600 délégués, et le Congrès statutaire aura lieu tout près, à la Maison Harnack.

Suivi du Congrès et plan d’action de la FIT

Le  Bureau  a  discuté  des  mesures  à  prendre  par  suite  des  motions  adoptées  au  dernier  Congrès  et  du document  de  planification  stratégique  de  la  FIT.  Il  a  défini  un  certain  nombre  de  projets  et  d’activités possibles dont il discutera avec le Conseil avant que les détails soient communiqués aux membres.

Le  Forum  de  la  CIUTI  a été l’occasion de rencontres officieuses avec les présidents de l’Associationinternationale  des  interprètes  de  conférence (AIIC) et de l’Association européenne des traducteurs et interprètes  juridiques  (EULITA).  Il a été question des façons de poursuivre et d’étendre la collaboration actuelle entre les organismes, auxquelles on donnera un suivi.

Journée mondiale de la traduction

Les membres ont été nombreux à répondre au sondage sur des thèmes possibles pour la Journée mondiale de  la  traduction.  Pour  2012,  on  propose  Translation  as  Intercultural  Communication;  une  fois  ce  choix confirmé  par  le  Conseil,  la  documentation  pertinente  sera  mise  à  la  disposition  des  membres.  On  a  aussi trouvé des thèmes pour 2013 et 2014, et on espère qu’un concours d’affiches aidera à faire encore mieux connaître cette manifestation.

Finances

Le  franc  suisse  est  devenu  la  monnaie  de  la  FIT  au  début de l’année. Ce changement apparaît dans les factures de cotisation de 2012, que les membres devraient maintenant avoir reçues. La conversion ne s’est pas faite à  un  taux  de change  idéal, mais cette modification  procurera  à la FIT  une stabilité financière très avantageuse.

Les nouvelles dispositions touchant le plafond et le plancher de cotisation et les concessions aux membres des pays PPTE sont également mises en œuvre.

Comités et centres régionaux de la FIT

FIT Europe a élu son nouveau comité directeur en novembre et a plusieurs projets en cours. On en trouvera les détails dans son site web (www.fit-europe.org). Son nouveau président est Eyvor Fogarty de l’association britannique ITI. FIT Europe a proposé que l’on trouve une nouvelle appellation pour le « comité directeur » des centres régionaux – les idées sont les bienvenues.

FIT Amérique latine se réunira à Montevideo, en Uruguay, le 21 avril 2012, tout juste avant les réunions du Bureau  et  du  Conseil  de  la  FIT  à  Buenos  Aires.  Le  centre  régional  élira  son  nouveau  comité  directeur  et définira  son  programme  de  travail  pour  les  trois  prochaines  années.  Les  membres  du  Conseil  sont impatients de rencontrer les représentants régionaux à cette réunion.

Le mandat des comités de la FIT se termine fin mai et le Conseil demandera des mises en candidature pour les nouveaux comités en mars, afin de pouvoir les ratifier à sa réunion d’avril. On encourage les membres à informer  le  Conseil  des  nouveaux  comités  qu’ils  jugent  nécessaires  –  envoyez  vos  suggestions  au Secrétariat d’ici la fin de février.

Le Conseil mettra également en place divers groupes de travail internes.

Administration

On a discuté de divers aspects de la rationalisation des activités de la FIT et de ses communications avec les membres. Bien que la directrice générale ait le temps d’accomplir les tâches administratives nécessaires, il n’y a aucune marge pour d’autres études et services à valeur ajoutée. À maints égards, l’administration de la FIT repose encore sur d’anciens systèmes ; malgré que ceux-ci soient en voie de lente modernisation, il serait utile de mener une analyse et une refonte en profondeur. Chaque membre du Conseil de la FIT s’est vu confier des responsabilités précises et on communiquera avec les associations membres avant toutes les réunions pour savoir si elles ont des données ou des idées à apporter.

Adhésions

On entreprendra une campagne d’adhésion puisque bien des associations semblent ignorer l’existence de la FIT. On examinera les possibilités d’augmenter le nombre de membres ; FIT Europe a fait des travaux à cet égard,  qu’il  faut  maintenant  étendre  à  d’autres  parties  du  monde.  La  définition  des  avantages  de l’appartenance à la FIT constituera aussi un exercice utile pour les membres actuels et éventuels.

Publications

Le quatrième numéro de Translatio 2011 n’a pu paraître à temps et devrait sortir bientôt. La réception d’une offre visant la production de Translatio a mené à la décision de lancer un appel de propositions à cet égard ; nous avons une très bonne relation avec le fournisseur actuel, mais il est de bonne gouvernance d’examiner périodiquement des solutions de rechange. La FIT pourrait ainsi bénéficier de ses affiliations internationales et des progrès technologiques.

 FIT Executive Committee meeting January 2012

The  FIT  Executive  Committee  (EC)  and  the  Executive  Director  met  in  Geneva,  Switzerland,  on  28  and  29 January 2012, following the annual CIUTI Forum. The University of Geneva’s Faculty of Translation  and Interpreting hosted the meeting. Nine observers from the FIT Council, FIT Europe and member associations attended part of the meeting. The Swiss association ASTI graciously hosted the EC at dinner on 27 January.

Accreditation of certification schemes

Alan  Melby,  chair  of  the  FIT  Translation  Technology  Committee  and  also  chair  of  the  Translation  and Interpreting  Summit  Advisory  Committee  (TISAC)  and  a  board  member  of  the  American  Translators Association, made a presentation to the meeting about the accreditation of translator certification schemes.

In this context, certification refers to the auditing of an individual’s abilities, while accreditation refers to the auditing  of a certifying  body  and  its certification process. The number of certification schemes worldwide  is growing,  but  they  vary  in  quality  and  there  is  currently  no  internationally  recognised  accreditation  of  such schemes. Prof. Melby feels this is not a healthy situation, and is investigating the feasibility of accreditation of this sort. For such a scheme to carry any weight, it would need to be supported by FIT, as the international voice of the profession, among others. The EC agreed that the idea has merit and FIT would support Prof. Melby  investigating  further  and  submitting  a  report  on  the  way  forward  to  the  FIT  Council  meeting  in  April 2012.

Congress reports

The  2011  FIT  Congress  in  San  Francisco  unfortunately  showed  a  substantial  financial  loss,  which  is  being  borne  by  the  hosts,  ATA.  The  loss  was  largely  the  result  of  low  registration  numbers  and  high accommodation,  AV  and  food  costs.  Some  50  countries  were  represented  at  the  Congress.  The  largest delegation was from the USA (250), followed by Norway with 64, China with 57 and Canada and Finland with over 40 attendees each. Feedback on the Open Congress has generally been very positive.

Work on the 2014 Congress in Berlin is already under way. The dates have been set as 2-3 August for the statutory congress and 4-6 August for the open congress. The congress will focus on the practitioner, rather than  academic  topics.  The  open  congress  will  be  held  in  the  Henry  Ford  Building  at  the  Freie  Universität Berlin, with the statutory congress in the nearby Harnack House. The Henry Ford Building can accommodate up to 1 600 delegates.

Congress follow-up and FIT action plan

The EC spent time discussing the  action that needs to be taken on the basis of the motions passed at the last  congress  and  the  FIT  strategic  planning  document.  A  number  of  potential  projects  and  activities  were identified and will be discussed with the Council before details are made available to members.

The  CIUTI  Forum  had  provided  an  opportunity  to  hold  informal  meetings  with  the  presidents  of  AIIC  (International  Association  of  Conference  Interpreters)  and  EULITA  (European  Legal  Interpreters  and Translators  Association).  Means  of  continuing  and  expanding  the  current  cooperation  between  the organisations were looked at and will be followed up.

International Translation Day

There was a good response to the survey among members on possible themes for International Translation Day.  The  proposed  theme  for  2012  is  Translation  as  Intercultural  Communication;  once  this  has  been confirmed by Council, the relevant documentation will be made available to members. Themes for 2013  and 2014  have  also  been  identified,  and  it  is  hoped  that  a  poster  competition  will  help  promote  the  day  even further.

Finances

The change to Swiss francs as the FIT currency took place at the beginning of the year. Members should by now  have received their dues invoices for  2012, which reflect the change. The exchange rate at  which the conversion  took  place  was  not  ideal,  but  from  now  on  FIT  will  benefit  greatly  from  stability  in  its  financial affairs.

The new arrangements regarding the upper and lower limits of dues and the concessions to members from HIPC countries are also now being implemented.

FIT committees and regional centres

FIT Europe elected their new steering committee in November and has a number of projects in the pipeline.

Details are available on the FIT Europe website (www.fit-europe.org). The new chairperson is Eyvor Fogarty of ITI in the UK. FIT Europe has proposed that the name ‘steering committee’ for the regional centres be changed – ideas for a new term are welcome.

FIT LatAm will be holding a meeting in Montevideo, Uruguay, on 21 April 2012, just before the FIT EC and  Council meetings in Buenos Aires. Elections for a new steering committee will be held at that meeting and a programme of work put together for the next three  years. Council members are looking forward  to meeting  the regional representatives at that meeting.

The  mandate  of  the  FIT  committees  comes  to  an  end  at  the  end  of  May  and  Council  will  be  calling  for nominations  for  new  committees  in  March,  so  that  these  can  be  ratified  at  the  April  Council  meeting.

Members  are  encouraged  to  let  the  Council  know  of  any  new  committees  they  feel  are  necessary  –  send your ideas to the secretariat by the end of February.

Council will also be establishing various internal task forces.

Administration

Discussion took place on various aspects of streamlining FIT operations and communication with members. Although  the  executive  director manages  the  necessary  admin  in  the  time  available, there  is  no  margin  for additional  value-adding services and investigations. FIT’s administration in many respects is still based on old systems; these are slowly being modernised, but a thorough analysis and overhaul would be useful. FIT Council  members  have  been  allocated  specific  responsibilities  and  member  associations  will  be  contacted before all meetings to see if they have input for the meetings.

Membership

A  membership  drive  is  to  be  started,  as  many  associations  seem  not  to be  aware  of  FIT.  Opportunities  for FIT  to increase  its membership  will  be  investigated;  work  in  this  regard  has  been  done  by  FIT  Europe,  but needs  to  be  expanded  to  other  parts  of  the  world.  Defining  the  benefits  of  belonging  to  FIT  will  also  be  a useful exercise for current and prospective members.

Publications

Publication of the fourth issue of Translatio for 2011 was unavoidably delayed, but should be available soon.

An  offer  to  assist  with  the  production  aspects  of  Translatio  has  been  received,  which  led  to  a  decision  to issue a request for proposals in this regard; the relationship with the current supplier is very good, but it is a good principle of governance to investigate alternatives on a regular basis. In this way, FIT may benefit from its international affiliations and from advances in technology.
